Ambassador Kirby Speaks at Moldovan Customs Training Graduation

 Ambassador Kirby and Customs Director General Feodosia Furculita presented remarks and graduation certificates
On November 17, 2006, Ambassador Kirby and Customs Director General Feodosia Furculita presented remarks and graduation certificates at the graduation ceremony of the Basic Officer Safety and Survival Course.  Thirty participants participated in this course and were presented with an official diploma and photograph with Ambassador Kirby and Director General Furculita.  The Course was instructed by professional trainers from the U.S. Federal Law Enforcement Training Center and sponsored by the Embassy's INL Border Modernization and Control Project.  This project was initiated based on the existing Letter of Agreement between the USG and GOM in the area of law enforcement capacity development. 

The goal of the program was to provide Moldovan Customs officers with the necessary tools to properly conduct arrest and search warrants as well as respond to a critical incident where they might employ officer safety and survival techniques and tactics.  The Course also included special instruction modules in the area of vehicle, aircraft and generic compartment searches.

The program was practical-exercise intensive and put the participants through a variety of scenarios that required them to react quickly and decisively.  Simunitions weapons and ammunitions were be used in order to make all scenarios as life-like as possible.
