Ambassador Steven R. Mann, Senior Advisor for Eurasia at the U.S. Department of State, met with Government of Moldova officials, Transnistrian authorities, and representatives of the international community while visiting the Republic of Moldova on October 14, 2004. Ambassador Mann has succeeded Ambassador Rudolf V. Perina as the Senior Advisor for Eurasia and came to Moldova to familiarize himself with the situation. This was Ambassador Mann's first visit to Moldova in this capacity.

Ambassador Mann discussed the current situation in Transnistria and prospects for a negotiated solution with President Voronin and other government officials. Ambassador Mann reaffirmed the United States' strong support for Moldova's territorial integrity and underscored the American interest in resolving the conflict consistent with this principle. He also visited Transnistria and met with Valeriy Litskay. In his meeting Ambassador Mann restated American policy toward the conflict.
Prior to his assignment as Senior Advisor for Eurasia, Ambassador Mann served as the Senior Advisor for Caspian Basin Energy Diplomacy. As the senior US official responsible for Caspian energy issues, Ambassador Mann was heavily involved in realizing the Baku-Tbilisi-Ceyhan (BTC) pipeline and the successful launch of the Caspian Pipeline Consortium (CPC) line, among a wide range of other Eurasian energy issues. In 2003 he joined the staff of the Coalition Provisional Authority in Iraq and managed the transition of the UN Oil-for-Food Program.
Ambassador Mann is a Pennsylvanian who joined the Foreign Service in 1976. He has served in a number of foreign and domestic assignments, including postings to Moscow, Jamaica, Sri Lanka, Micronesia, and Mongolia.
In January 1992, Ambassador Mann conveyed the diplomatic note that established American diplomatic relations with the Republic of Armenia. He opened the first United States Embassy in Yerevan and served as the first American Charge d'Affaires in that nation. From 1998 to 2001, he served as the United States Ambassador to Turkmenistan.
Ambassador Mann was born in Philadelphia in 1951. He holds an A.B. degree from Oberlin College and M.A. degrees from Cornell and Columbia Universities. His languages are Russian and German.
